CUSTOMS CLEARANCE OF VEHICLES IN UKRAINE 2024

Customs clearance guidelines for those who plan to purchase a vehicle in accordance with the Law of Ukraine VR No. 2612-VIII dd. 08.11.2018.

Order service

  1. Vehicle import into Ukraine from abroad must be carried out by a person who plans to take the vehicle through customs clearance and register it with the service centre in Ukraine on its own name, or by another person in favor of the ultimate owner of the vehicle on the basis of a notarized power of attorney.
  2. When buying a vehicle, make sure it meets the EURO-2 environmental standards or higher.
  3. The effect of this Law shall not apply to vehicles that originate from a country recognized as an occupier country under the law of Ukraine and/or recognized as an aggressor state in relation to Ukraine in accordance with the law, or imported from the territory of such an occupying (aggressor) state and/or from the occupied territory of Ukraine defined as such in accordance with the law of Ukraine.

Algorithm for used vehicles import into Ukraine and customs clearance:

  1. Any customs authority can provide customs clearance of vehicles from Europe, the USA or Georgia, imported by individuals or legal entities, regardless of the company's registration address or place of residence.
  2. When entering Ukraine, in order to pass a vehicle to the place of customs clearance, it is necessary to issue a Preliminary Declaration (PD) with the customs authority and make a financial guarantee in the amount of mandatory customs payments on the date of filing such a declaration.
  3. As a rule, 10 calendar days are provided from the date of passing the vehicle to the customs territory of Ukraine for its delivery to the customs office of destination and placement in the customs control zone, followed by customs clearance.
    Use of vehicle after the 10th day of entry into Ukraine and before customs clearance is prohibited and subject to the sanctions of Art. 470 of the Customs Code of Ukraine, section Violations of customs rules.
  4. Prior to the start of customs clearance, it is necessary to obtain a Certificate of Conformity for an individually approved wheeled vehicle showing an information about vehicle’s environmental standard, manufacturer, country of manufacture, year of manufacture, etc.
  5. Customs clearance and assessment of customs charges shall be at a rate of the National Bank of Ukraine on the day of filing declaration in IM-40 regime. A change in hryvnia exchange rate to the invoice currency up or down in comparison with the corresponding exchange rate on the day of issuing a financial guarantee will determine the need to either pay the missing amount of customs payments or receive an overpayment from customs.
  6. Upon completion of customs clearance, for further vehicle registration, an individual shall receive a customs declaration from the customs office on a letterhead for a single administrative document in a hard copy.
